While preparing its National Energy and Climate Plan (NECP) for 2030 and the long-term strategy for greenhouse gas emissions reduction by 2050, in accordance with the Regulation (EU) 2018/1999, Slovenia needed to address the approach for coal phase-out to be in line with overall EU climate and energy objectives.

The project provided the necessary expertise to the Slovenian authorities to adopt a decision on the coal phase-out and restructuring of the coal regions, in a timely manner: (i) 2050 national strategy on the gradual coal phase-out that includes a vision for both regions, and (ii) two 2030 Action Plans, with specific measures and instruments, including 2040 outlook.

For this purpose, the DG REFORM launched a Request for Service under the Multiple Framework Contract for the Support to Structural Reforms in EU Member States, for the provision of national strategy and action plans for coal phase-out and restructuring of Slovenian coal regions (Savinjsko-Šaleška and Zasavje), in accordance with the principle of just transition.

As a result, the Report on Analysis of Key Opportunities and Challenges was prepared. As part of the contract, Oikon participated in the following deliverables, focused on environmental impact aspects:

  • Analysis of key opportunities and challenges of Slovenian coal regions
  • Draft national strategy for coal phase-out and the restructuring of the regions in accordance with the principle of just transition
  • Final national strategy for coal phase-out and the restructuring of the regions in accordance with the principle of just transition
  • Action Plans of transition of Savinjsko-Šaleška and Zasavje coal-intensive regions by 2030

And performed the following activities:

  • Stakeholder interviews and focus groups
  • Scenario analysis, including CBA, SWOT analysis, economic and social restructuring analysis, and legal review (min 3 scenarios)
  • Outlining key coal phase-out and restructuring priorities
  • Public consultation (organization of at least one conference and minutes)
  • Revision of the strategy based on public consultation and alignment with SEA findings
  • Development of measures (incl. timeline and funding)
  • Preparation of a long list of projects
  • Shortlisting of projects based on selection criteria
  • Review and alignment of final Action plans.
