The contract was for provision of technical assistance to enhance, facilitate and strengthen the implementation of the EIA Directives, according to EU standards and practices, to ensure that Croatia is compliant with this critical component of the environmental acquis. To achieve this, the following activities were implemented:
- Development and support implementation of, EIA guidelines at the national and county level;
- Recommend legal actions for harmonisation;
- Support effective EIA implementation through development of procedures and processes;
- Assist improved application of implementation tools including those for economic cost-benefit analysis, health impact assessment and evaluation of impact significance;
- Engage in widespread consultation to bring about a consensus amongst all stakeholders (industry, NGOs, and central/local government) of the basic requirements for EIA in the EU and of their roles in the process, and the tools and processes they can use;
- Increased participation by governmental and non-governmental organisations and by the wider public in the process.
