Strategic Environmental Assessment Study of The Multiannual Programme for the Construction of Regulation, Protection and Land Reclamation Water Facilities for the Period until 2030

The strategic Environmental Assessment includes development of Strategic Impact Assessment study including the following content:

  • An outline of the contents and main objectives of the Multiannual Programme for the Construction of Regulation, Protection and Land Reclamation Water Facilities (Multiannual Programme)
  • The relevant aspects of the current state of the environment and the likely evolution thereof without the implementation of the Multiannual Programme;
  • The environmental characteristics of the areas and the existing environmental problems that are relevant to the spatial plan
  • The environmental protection objectives, established upon conclusion of international treaties and agreements that are relevant to the Multiannual Programme
  • The likely significant environmental impacts of the Multiannual Programme which contains a total of 504 projects for protection against the harmful effects of water, of which 325 projects relate to the Danube River Basin District and 179 projects to the Adriatic River Basin District and 58 public irrigation projects. This Multiannual Programme included 210 unrealised projects from the existing Programme.
  • The environmental protection measures (mitigation measures)
  • A description of the envisaged monitoring program.

The Strategic Study also included the Appropriate Assessment for the Ecological Network that contains:

  • Description of ecological network that could be affected by implementation of the Multiannual Programme and a cartographic representation of the ecological network area
  • Description of the potential significant impacts of the implementation of the Multiannual Programme on the ecological network
  • Proposal of measures to mitigate the negative impacts of implementation on the ecological network
  • Final assessment of the eligibility of the Multiannual Programme for the ecological network using the proposed mitigation measures.

Strategic assessment procedure includes amendments and improvements of the study recommended by committee, evaluation of the study’s completeness and expertness by the committee, public participation and presentation and meetings with all relevant stakeholders.
