Appropriate Assessment for the planned project “Highway A7, the section between junctions Selce and Novi Vinodolski”

Project name: Appropriate Assessment for the planned project “Highway A7, the section between junctions Selce and Novi Vinodolski

Client: Hrvatske ceste Ltd.
Period: 04/2018 – 01/2020
Funding: State Budget
Location: Croatia

The project included the preparation of the Appropriate Assessment Study and implementation of the planned project “Highway A7, the section between junctions Selce and Novi Vinodolski” (Natura 2000 assessment). The main objective of the Appropriate Assessment was to estimate the degree of significance of the identified individual and cumulative impacts on target species and habitat type and the integrity of the ecological network site HR2000200 Zagorska peć kod Novog Vinodolskog. The Study analysed available data on the target species and habitats for the wider project area, as well as potential project impacts on the ecological network, according to which mitigation measures and a monitoring program were proposed. That included:

(1) analysis of data on nearby ecological network sites;
(2) analysis of features of the ecological network site HR2000200 Zagorska peć kod Novog Vinodolskog, on which impacts of the project are possible, including analysis of ecological requirements and available data on the distribution of target bat species, as well as analysis of available data on target habitat type locality cave Zagorska peć;
(3) scouting the wider project area and habitat mapping;
(4) development of an adjusted habitat map according to the Habitat Map of the Republic of Croatia (Bardi et al. 2016), satellite images and field data;
(5) field research of bat activity (recording of bat sounds along linear transects and at stationary points) in order to determine how target bat species use the wider project area;
(6) field research of bat population in cave Zagorska peć;
(7) monthly Mission reports;
(8) analysis of the field research results (sonogram and photo analysis, spatial anlysis in GIS environment) and development of a map of the expected degree of bats’ use of the area;
(9) analysis (including spatial analysis in GIS environment), description and assessment of the significance of possible direct and indirect individual project impacts on target species and habitat type during project development, construction and operation;
(10) assessment of cumulative project impacts with other planned projects within the ecological network site HR2000200 Zagorska peć kod Novog Vinodolskog;
(11) the proposition of mitigation measures and monitoring program;
(12) conclusion on the acceptability of the project for the ecological network;
(13) preparation of the Appropriate Assessment Study ;
(14) participation in the Appropriate Assessment procedure which includes participation on Expert Advisory Committee sessions, amendments to the Study according to the opinion of the Expert Advisory Committee, assessment of the completeness and professional base of the Study, public consultation with a public presentation, meetings with all participants in the process and obtaining the Decision on the acceptability of a project for the ecological network.
