The Modernization and Restructuring of the Road Sector (MARS) is an operation funded by the World Bank and implemented by the Ministry of the Sea, Transport and Infrastructure (MSTI), which deals with the efficiency and sustainability of road transport in Croatia covered by the three state owned Implementing Agencies (HC, HAC and ARZ). The MARS project encompasses the financial and business (operational) restructuring of these agencies.
During the preparatory phase of the MARS project, an initial environmental and social analysis was conducted which indicated the need for a more detailed view into this aspect of the Implementing agencies governing the road infrastructure. Such detailed analysis is the subject of this MARS project component. It must also ensure that the Implementing Agencies’ future practices, in addition to the national environmental and social legislation, are harmonized with the operational policies of the World Bank.
Report is structured around four main topics:
- Organization and operability of established environmental management systems for the purpose of comprehensive environmental protection within the Implementing Agencies;
- Practice of environmental protection and ensuring compliance with environmental legislation in the planning and construction of road infrastructure facilities;
- Compliance with legal regulations and environmental standards when maintaining the road infrastructure and other regular activities of the Implementing Agencies;
- Practices of land acquisition within the Implementing Agencies’ activities and their compliance with national and European regulations.
The beneficiary of the project is the Ministry of the Sea, Transport and Infrastructure. The Environmental and Social Compliance Reports (ESCR) were developed by the Croatian state owned companies – road infrastructure Implementing Agencies, i.e. their authorized representatives: Hrvatske ceste (HC) Croatian Motorways (HAC) and the Rijeka-Zagreb Motorway (ARZ). Coordination of the activities of the Implementing Agencies and development of this framework document was carried out by OIKON Ltd. as the World Bank Consultant.
